Struggling tech service giant IBM (IBM) on Friday announced it is teaming with Chinese Internet firm Tencent Holdings to provide Internet cloud software-as-a-service solutions for enterprise business customers. IBM and Tencent (TCEHY) agreed to focus on small and medium enterprises in health care and other industries.
